The report’s conclusions are clear: Tomorrowland’s objective risk profile is considered low to moderate, and no fundamental structural changes to the organisation of the festival are required. Both in terms of fire safety and evacuation capacity, the current approach proves to be largely robust.

The analyses show that, in emergency situations, visitors can quickly reach a safe area and that even in exceptional scenarios evacuation times remain within the established safety standards.

At the same time, the experts formulated several targeted optimisations and additional recommendations. Many of these measures had already been initiated by the Tomorrowland organisation during or immediately after the 2025 edition, independently of the analysis, and are now being further reinforced in close cooperation with the relevant authorities, emergency services and safety services. The shared ambition remains clear: guaranteeing a safe festival environment for visitors, staff, partners and local residents.

Concrete reinforcements towards 2026

Safety management at an event such as Tomorrowland is not a static document, but a continuous process of evaluation, testing and optimisation. After every edition, existing emergency scenarios, crowd flows, technical installations and intervention procedures are reviewed together with fire services, police, medical services, authorities and external experts. The recent analysis largely confirmed this approach, while also identifying additional optimisations that are now being accelerated.

In consultation with all involved partners, several additional measures will be further implemented and refined in the coming period, including:

1. Enhanced crowd monitoring

Additional investments will be made in real-time crowd intelligence through LiDAR technology and density monitoring. This will allow live monitoring of visitor flows and crowd density, enabling operational teams to respond quickly to congestion, delays or evacuation scenarios. These systems will be integrated into the festival’s central command structure (ECC).

2. Additional fire response teams

In cooperation with the fire brigade, additional pre-positioned intervention teams will be deployed at strategic locations such as the MainStage and The Great Library. This will allow even faster responses to technical incidents or emerging fire situations.

3. MainStage passageways and evacuation tunnels

The evacuation tunnels and passageways at the MainStage will receive additional protection to ensure they remain operational and accessible throughout the necessary evacuation period in the event of an incident.

4. Backup teams

Additional backup teams will be provided for critical operational and safety functions to ensure continuity, including during prolonged periods of increased operational pressure.

5. Show stop procedures

Show stop procedures will be further refined to allow faster and more centralised communication, music interruption, evacuation instructions and crowd flow management.

The analysis also highlights the importance of continuous evaluation and close cooperation between the Tomorrowland organisation, authorities and emergency services. Therefore, continued engagement with local residents and partners will remain an important focus in the coming period.

The Tomorrowland organisation, the municipalities of Boom and Rumst, the Province of Antwerp and all involved services will continue to work closely together in the years ahead to further strengthen the festival’s safety approach on a continuous basis.
